      <title>D13 Adoption of National PE Database</title>

National has created functionality that is substantially similar to the posting and listing functionality offered by the D13 website and leveraged by unit sites across the district for the past couple of years.       <title>New Reporting requirements in Canadian waters</title>

&lt;p&gt;Requirement to Report&lt;/p&gt;
&lt;p&gt;All recreational boaters are required to present themselves upon their arrival in Canada as per the Customs Act (CA) and Immigration and Refugee Protection Act (IRPA). This includes all foreign boaters entering Canada, as well as private boaters who depart Canada and enter foreign waters, and subsequently return to Canada.&lt;/p&gt;
&lt;p&gt;This obligation exists regardless of their activities while outside of Canada or their planned activities while in Canada. Arrival in Canada occurs when the pleasure craft crosses the international boundary into Canadian waters. &lt;/p&gt;
&lt;p&gt;This provision applies regardless of whether or not boaters drop anchor, land, enter an inland tributary or moor alongside another vessel while in foreign waters.&lt;/p&gt;
&lt;p&gt;The only exception to the above applies to vessels that are 'in-transit'&lt;/p&gt;
&lt;p&gt;through Canada. In order to be considered "in-transit" the vessel must be proceeding directly from one point outside of Canada to another point outside of Canada. In-transit movement must be continuous, uninterrupted and without delays or stopovers.  Such movement could be for reasons of the shortest route, requirement of deep waters, evading obstacles such as bridges, etc. &lt;/p&gt;
&lt;p&gt;Revised Reporting Arrangements&lt;/p&gt;
&lt;p&gt;Certain private boaters may now present themselves to the CBSA by calling the Telephone Reporting Centre (TRC) from their cellular telephones from the location at which they enter Canadian waters. The following groups of individuals may report by cellular phone:&lt;/p&gt;
&lt;p&gt;*       Canadian citizens and permanent residents who have not landed on&lt;/p&gt;
&lt;p&gt;U.S. soil; and&lt;/p&gt;
&lt;p&gt;*       U.S. citizens and permanent residents who do not plan on landing on&lt;/p&gt;
&lt;p&gt;Canadian soil.&lt;/p&gt;
&lt;p&gt;Owners/operators of private boats that are strictly weaving in and out of Canadian waters but are not in transit, will be required to call the TRC only once at the time of their initial entry into Canadian waters. If this activity changes, i.e., the vessel docks in Canada or takes on new persons or goods while in foreign waters, the boater must report directly to a designated marine reporting site and call the TRC upon their arrival in Canada.&lt;/p&gt;
&lt;p&gt;All other private boaters, including those without cellular telephones, must proceed directly to a designated marine telephone reporting site and place a call to the TRC in order to obtain CBSA clearance. This includes all vessels carrying foreign nationals (other than U.S. citizens or permanent residents).&lt;/p&gt;

      <title>Disenrollments Procedures and Transfers</title>

      <description>&lt;p&gt;FROM THE DESK of Ms. Shirley Blanchett&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;DISENROLLMENTS:&lt;/strong&gt; Historically two-thirds of all disenrollments are submitted between October 1 and December 31st. In anticipation of heavy activity we request that you submit your disenrollment paperwork early to allow sufficient time for processing. All Disenrollments must be processed before December 31st to prevent the active flotilla members from being obligated to pay the Division, District and National dues for them. Flotilla Commanders are responsible for submitting CHANGE OF MEMBERSHIP STATUS forms. When a member is being disenrolled for “Non-payment of Financial Obligations,” Section I must be completed and signed by the Flotilla Commander. Should the member “Request Disenrollment,” section II must be completed and signed by the member. For Retirements, please ensure that the member has the required 15 years before submitting a request. Finally, Section III must be completed and signed by the flotilla commander before the form is submitted to the serving DSO-HR, (Sandy Pinckert-ADSO-HR is filling in for Fred Bell). Processing a disenrollment that has not been signed or sent through the DSO-HR takes a lot longer because the DIRAUX office needs to send the request to the ADSO-HR or back to the Flotilla Commander for his/her signature. &lt;strong&gt;&lt;em&gt;IF DISENROLLMENT REQUESTS DO NOT ARRIVE IN ENOUGH TIME TO PROCESS BEFORE THE END OF THE YEAR YOUR FLOTILLA WILL BE CHARGED FOR THE MEMBER’S 2012 DUES!&lt;/em&gt;&lt;/strong&gt; One final note on the subject; DIRAUX will make every attempt to disenroll the member on the date requested in section III, however because of time constraints, DIRAUX makes no guarantees as to the date of disenrollment. So, if you submit a disenrollment form with a 31 December 2011 date on it, you can expect it will happen prior to that date, unless you have contacted Shirley Blanchett, phone 206-220-7088 ahead of time to confirm.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;PERSONAL PROTECTIVE EQUIPMENT:&lt;/strong&gt; Flotilla Commanders are responsible for ensuring that PPE issued to members who are getting out of the Auxiliary have been returned to their Flotilla and that DIRAUX is notified in writing on the Change of Membership Status form.&lt;strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;MEMBER TRANSFERS:  &lt;/strong&gt;If your transfer request was sent in three weeks ago and you have not seen any paperwork from the DIRAUX it means DIRAUX has not received it yet, and you may need to investigate where the Transfer Request has been stalled in route.  For transfers &lt;strong&gt;&lt;em&gt;within&lt;/em&gt;&lt;/strong&gt; District 13 the Member Transfer Request form must be routed through the current Flotilla Commander for signature before being sent to the DIRAUX office.  Please also submit a Change of Member Information form along with your transfer request.  Transfers &lt;strong&gt;&lt;em&gt;into&lt;/em&gt;&lt;/strong&gt; District 13 from other districts can only be initiated by the other district.  An Auxiliary member who wants to transfer to D13 must send his/her Transfer Request to their former Flotilla Commander/District for processing.  AUXDATA does not permit the &lt;strong&gt;&lt;em&gt;receiving&lt;/em&gt; &lt;/strong&gt;District to initiate the transfer process.  Likewise, if an Auxiliarist wishes to transfer &lt;strong&gt;&lt;em&gt;from&lt;/em&gt;&lt;/strong&gt; District 13 to another district, they will need to send the Transfer Request to their Flotilla Commander/District 13, for signature.  The Flotilla Commander will then route the Transfer Request to the D13 DIRAUX office and we will then be able to initiate the transfer process.  If the transferring Auxiliarist has the new format ID card they do not need to turn it in with their Transfer request.  The reason for this is because the new format ID card does not have the District or Flotilla identified on it, but has only the Auxiliarist’s member number.  So, it remains current until the expiration date printed on the back of the card.  The Auxiliarist must be current in financial obligations, have no administrative actions pending, and they must be accounted for all assigned Coast Guard property. &lt;/p&gt;&lt;br /&gt;&lt;a href=http://www.d13cgaux.com/sites/members/NewsEvents/tabid/69/EntryId/36/Disenrollments-Procedures-and-Transfers.aspx&gt;More ...&lt;/a&gt;&lt;div class="tags"&gt;Tags: Disenrollments Procedures,Forms,PPE,Transfers&lt;/div&gt;</description>

      <title>Travel Issues and Reimbursement</title>

&lt;p&gt;I just wanted to take a moment to go over travel issues that were addressed with the conferences in Clackamas and Tukwila. &lt;/p&gt;
&lt;p&gt;There has been some confusion with local travel and what you’re authorized and what you’re not.  Local travel is considered any travel less than 50 miles from your home port, in an Auxiliarist’s case your home of residence. The members that were within 50 miles of Clackamas and Tukwila were on local travel and only authorized one roundtrip mileage to and from there home each day. You are not authorized meals or per diem.  You also do not receive orders for local travel. To be reimbursed you will need to fill out a local travel form SF1164 and sign it in blue ink and send it to the DIRAUX office once your travel is complete.  I will do the rest. This must be done within 3 days of travel or you may not be reimbursed. The mileage rate is .51 cents per mile. The distance is based on zip code to zip code.&lt;/p&gt;
&lt;p&gt;Keep in mind it is taking PPC 3-4 weeks to reimbursed you for your travel. This is why it is necessary to get them in as soon as possible and make sure everything is filed out correctly. &lt;/p&gt;
&lt;p&gt;Clackamas was easy because I was there to collect all of them there but with Tukwila I am still waiting on a couple travel claims. If they’re not sent into the DIRAUX office in a timely matter you will not be able to get reimbursed for travel. &lt;/p&gt;

      <title>October update on Elections New Members and C-Schools </title>

      <description>&lt;p&gt;FROM THE DESK of CHARLES CLAYTOR&lt;/p&gt;
&lt;p&gt;Fast approaching is the end of the year.  Soon all elections at both the flotilla and Division level will have been completed.  New elected officers should have their staff selected and ready to assume office on 1 January 2012.  All Flotilla Commanders and Division Commanders should submit to DIRAUX their ANSC 7007 (11-10) ANNUAL UNIT OFFICERS REPORT no later than (NLT) 15 December 2011.  We need the ANSC 7007 even if your flotilla and division officers remain the same as the past year.  Our mailing rosters and email depend on the accuracy of these rosters to ensure DIRAUX correspondence is getting to the correct person.  Mail may be held if no ANSC 7007 is received by the 15&lt;sup&gt;th&lt;/sup&gt; of December.&lt;/p&gt;
&lt;p&gt;Please check the accuracy of all new member applications.  One missing signature can delay the entry of a new member into AUXDATA by several weeks.  I have a new member checklist that lists all the applicable forms and data record to include important notes on how to complete the new member application.  If you don’t have this checklist, look on the D130 website or email me for an electronic copy.  Don’t forget that photo’s are required either on disk or by email in JPEG format.&lt;/p&gt;
&lt;p&gt;The “C” school schedule has been posted on the D130 website.  Please submit your Short Term Training Request (STTR) ANSC 7059 through your flotilla commander as soon as possible.  All “C” schools are on a first come first serve basis so submission in a timely manner is critical.  Please ensure that before you request a “C” school, you are financially and mentally prepared, have allocated sufficient time, and meet all prerequisites.&lt;/p&gt;
&lt;p&gt;Please be sure to know what the AUXMAN says before calling DIRAUX with a question.  If it is not in the AUXMAN or one of the Operations Manuals, we may not know the answer.  However, we will research it and get an answer.&lt;/p&gt;

&lt;p&gt;Greetings D-13 Auxiliary, I hope everyone is doing well. I must admit since my report date nearly four months ago, the majority of my time here has been a blur but overall I believe I am starting to adjust to the demands and optempo of this job.&lt;/p&gt;
&lt;p&gt;As I mentioned in the Buoy 13 Newsletter one of my main concerns is the proper use of Personal Protective Equipment (PPE). Practicing and wearing proper PPE is important for every mission and patrol order. There are no exceptions to this standard. Boat crews can apply for and obtain waivers; however, keep in mind the gear still has to be onboard the facility and remain readily available. Following the procedures of the &lt;span style="text-decoration: underline;"&gt;Rescue and Survival Systems and Boat Crew Seamanship Manual&lt;/span&gt; is extremely important. Let’s remember, CO’s and OINC’s can be relieved of command for not properly outfitting and burdening their people with additional risk.&lt;/p&gt;
&lt;p&gt;Some of us (I included) will agree that boating during inclement weather is not ideal however we all must maintain the standard that has been presented to us. To me it is simple: if you have the required gear then you may operate, if you do not have the required gear then you may not operate. If you need gear, I can get you the gear once the budget has been made available. For those of you who have already requested PPE, please be patient. I am filling the orders as they come in, within the time that I have available.&lt;/p&gt;
&lt;p&gt;Before I begin issuing gear, I have a job for all Materials Officers. I am tasking you to conduct an entire gear inspection at the Flotilla Level and report to the Division Level prior to 31 January 2012. My records indicate hundreds of thousands of dollars of equipment has been issued and I need to simply verify and audit my files. I am sure that the record keeping has been kept to the best abilities of all members. Know that I have no intention of finding fault or placing anyone on report but I am required to report on our program and I need to compare all AF-538’s in the field to all at the D-13 level. Please consolidate all reports from Flotillas to the Division and then transmit to DIRAUX.&lt;/p&gt;
&lt;p&gt;The main items I would like to inventory are Kokatat Dry Suits and P-EPIRBS, including the battery expiration dates. I expect your full cooperation in our records audit. Thank you in advance.&lt;/p&gt;
&lt;p&gt;Another topic for discussion is how to request PPE.  In the past you may have used the MII website but that is no longer being utilized. The current procedure is to request gear through the D13 website (www.d13cgaux.com/sites). Go to member login, DIRAUX, D13 forum, and then link to the PPE room. Please become familiar with this website. This procedure is more convenient for everyone’s use. &lt;/p&gt;
&lt;p&gt;Once again, please be patient as I process and fill PPE orders. My main purpose is ensuring everyone is outfitted on the correct gear and inventorying what has already been issued. &lt;/p&gt;

      <title>Diraux Note regarding uniforms and appropriate wear</title>

&lt;p&gt;&lt;strong&gt;Uniforms:  &lt;/strong&gt;Both in the Auxiliary manual and throughout the Coast Guard there have been changes in uniform policy and emphases on making our uniform wear, appropriately, more uniform. &lt;/p&gt;
&lt;p&gt;As guidance District 13 Staff (The Seattle Federal Building) have been instructed to wear tropical blue for day to day office wear.  ODUs are no longer a uniform of the day.  If working out of the office on an assignment where ODUs would be the appropriate ODU sleeves will be worn down from 01NOV to 31MAR.  Your local Coast Guard unit may have a different policy to meet their local conditions.  Be sure to coordinate with your local unit POC to make sure you are in alignment when working on their unit.&lt;/p&gt;
&lt;p&gt;When not aboard a USCG unit Auxiliary members have flexibility in choosing to wear sleeves up or down to meet local weather conditions and mission requirements, with the caveat that all members on a mission (Ops, VE, PA, PE, etc.) are to wear their sleeves in the same manner -- either up or down. This is the decision of the mission lead. To facilitate uniformity please default to sleeves down until 31MAR and adjust sleeves based on the mission requirements.&lt;/p&gt;
&lt;p&gt;The new ODU Ball Caps are becoming available.  The old style caps for Auxiliarists will no longer be authorized after 31 December 2012.  For detailed information see the AUXMAN Chapter 10 D.3.b. Please also note that the AUXMAN makes clear that:&lt;/p&gt;

            &lt;p class="Default" style="text-align: justify;"&gt;If an Auxiliarist is authorized by a Coast Guard command to wear the unit ball cap, then that cap may be worn in lieu of the Auxiliary ball cap with any uniform and for any associated activity for which a ball cap is authorized. A key exception to this provision is that if an Auxiliarist is authorized to wear a unit ball cap, such wear shall not extend to activities involving interaction with the public. This is to ensure that an Auxiliarist is not mistaken by the public as an active duty or Reserve member of a Coast Guard unit with commensurate authority. For example, an Auxiliarist may not wear a unit ball cap when performing VSCs, conducting patrols, or teaching public education classes. As further clarification, the following involve public interaction: &lt;/p&gt;
            &lt;p class="Default"&gt;(1) Performance of Vessel Examiner (VE) activities involving Vessel Safety Checks (VSC) and Commercial Fishing Vessel Safety Exams (CFVSE). &lt;/p&gt;
            &lt;p class="Default"&gt;(2) Performance of Program Visitor (PV) activities. &lt;/p&gt;
            &lt;p class="Default"&gt;(3) Performance of Instructor (IT) activities. &lt;/p&gt;
            &lt;p class="Default"&gt;(4) Performance of patrol activities (surface, air, shoreside including missions involving mobile radio facilities). &lt;/p&gt;
            &lt;p class="Default"&gt;(5) Performance of Marine Safety, Security, and Environmental Protection (MSSEP) activities. &lt;/p&gt;
            &lt;p class="Default"&gt;(6) Performance of public outreach, public affairs, and recruiting activities. &lt;/p&gt;

THE CAMPAIGN WAS INTENDED TO PROMOTE SAFE ONLINE BEHAVIOR, PRACTICES TO COMBAT THREATS, AND RAISE AWARENESS IN CYBERSECURITY ACROSS THE COUNTRY. THE PRESIDENT HAS CHARGED DHS WITH LEADING THIS UNPRECEDENTED EFFORT THAT SPANS ACROSS FEDERAL, STATE, LOCAL AND INDUSTRY BOUNDARIES.&lt;/p&gt;
&lt;p&gt;2. THREATS TO THE CYBERSECURITY OF OUR NATION ARE TRULY THREATS TO OUR NATIONAL SECURITY. WE ALL HAVE A ROLE TO PLAY IN UNDERSTANDING AND PREVENTING THESE THREATS.&lt;/p&gt;
&lt;p&gt;3. THE ONLINE WORLD OF CYBERCRIME PRESENTS CRITICAL DECISIONS FOR YOU TO MAKE.  THEY COULD COME IN THE FORM OF A LINK WITH A TEMPTING OFFER OR A TEXT MESSAGE FROM A KNOWN SENDER. WILL YOU CHOOSE THE CORRECT OPTION OR WILL YOU BE ATTACKED?  EVERYONE WHO GOES ONLINE IS VULNERABLE.  THE BAD GUYS ARE OUT THERE.  THEY ARE ORGANIZED AND HIGHLY SOPHISTICATED.&lt;/p&gt;
&lt;p&gt;4. PROMOTING CYBERSECURITY IS A SHARED RESPONSIBILITY-AT HOME, IN THE WORKPLACE, AND IN OUR COMMUNITIES.  TALKING TO YOUR FAMILY, FRIENDS AND CO-WORKERS ABOUT SAFE ONLINE PRACTICES  CAN ELEVATE THE AWARENESS IN CYBERSECURITY, ESPECIALLY HOW TO BE MORE PROACTIVE IN PRACTICING SAFE ONLINE HABITS.&lt;/p&gt;
&lt;p&gt;5. DO YOU WORRY ABOUT CHILDREN SEEING VIOLENT OR INDECENT IMAGES AND CHATTING WITH STRANGERS ONLINE?  ADULTS OFTEN UNDERESTIMATE THE EXTENT TO WHICH CHILDREN DOWNLOAD GAMES, MUSIC, AND VIDEO.  THESE ARE KEY ACTIVITIES WHICH MAY EXPOSE CHILDREN TO INAPPROPRIATE CONTENT AND/OR ENCOURAGE THEM TO DISCLOSE THEIR PERSONAL DETAILS.&lt;/p&gt;
&lt;p&gt;6. THE ROOT OF CYBERSECURITY IS PEOPLE.  COMPUTERS ARE SIMPLY DEVICES TO ENABLE AND SIMPLIFY THINGS PEOPLE WANT TO DO. COMPUTER THREATS ARE NO MORE THAN ATTEMPTS TO TRICK PEOPLE, OR THEIR COMPUTERS, INTO DOING THINGS THE BAD GUYS WANT THEM TO.&lt;/p&gt;
&lt;p&gt;7. TO HELP PROTECT YOU AND YOUR FAMILY FROM CYBER THREATS, THE CAMPAIGN REMINDS YOU TO STOP AND THINK ABOUT THE PLACES WE VISIT ONLINE, THE INFORMATION THAT WE SHARE, AND THE COMMUNITIES IN WHICH WE PARTICIPATE WHILE ONLINE.  THE CAMPAIGN REMINDS US THAT EVERYONE SHOULD HAVE AN ONGOING DIALOGUE REGARDING CYBERSECURITY.&lt;/p&gt;
&lt;p&gt;8. TO UNDERSTAND THE IMPORTANCE OF CYBERSECURITY HERE ARE A FEW EXAMPLES TO CONSIDER:&lt;/p&gt;
&lt;p&gt;    A. 1 IN 5 INDIVIDUALS WILL BECOME A VICTIM OF A CYBER CRIME.&lt;/p&gt;
&lt;p&gt;    B. EVERY 3 SECONDS AN IDENTITY IS STOLEN.&lt;/p&gt;
&lt;p&gt;    C. A UNPROTECTED COMPUTER CAN BECOME INFECTED WITHIN FOUR MINUTES OF CONNECTING TO THE INTERNET.&lt;/p&gt;
&lt;p&gt;    D. CYBERCRIME HAS SURPASSED ILLEGAL DRUG DEALING AS THE NUMBER ONE METHOD CRIMINALS PROFIT.&lt;/p&gt;
&lt;p&gt;9. STOP, THINK, CONNECT CAMPAIGN MATERIALS HAVE BEEN DISTRIBUTED TO THE FIELD INFORMATION SYSTEM SECURITY OFFICER (ISSO) COMMUNITY AND WILL BE MADE AVAILABLE FOR TO ANYONE SEEKING MORE INFORMATION.&lt;/p&gt;
